Diverting to License Agreement Page frequently

I have installed the application, and when I tried to do some testing on the admin side, its diverting to Licence Agreement / Setup pages frequently. What may be the problem?

Well.. I've fixed mine changing from: 'REQUEST_URI' Uses $_SERVER['REQUEST_URI']

To: 'QUERY_STRING' Uses $_SERVER['QUERY_STRING']
