Setting delivery criteria fields / not responding

Hello everyone and thanks for helping out!

When i'm creating a delivery area and I fill out the delivery type and component value and click Save or Save and close i get the following message:
"Sorry but form validation has failed, please check for errors.
The Delivery Condition field is required."

Clearly I did fill out those fields but it doesn't seem to be "posting" the input-fields.

I'm also noticing some odd behavior like if I click Clear logs, it doesn't clear untill i leave the page and try to save or change a different setting. Or like when I'm in the currencies page and i try to sort by country or "code" it doesn't respond.

This installation is on a paid VPS. On my localhost i don't have these issues, so i'm assuming its a server setting or something to do with the .htaccess file but i'm not sure.

Any advice? Thanks again!

this may be a simpler example:

when i go to sales->payments and i edit square for example
if i change the status from disabled to enabled and click save, the browser refreshes to disabled.
Even if i click save and close it'll still say disabled. but when i open up a different browser (edge instead of chrome) and go into the payments page it will say it's enabled.

It's like it always loading from cache or something, Cuz if i close the browser completely and go back in it will show the change.

so it's definitely a server issue cuz i just installed it on a free webhosting service and it's working fine on there.
Any idea what setting or chunk of code might cause this on the server?
