Minimum order based on User Address Book instead of the current position?

In fact, wherever the user is located actually (geoposition) it’s the final checkout Adress that matter, right?

Is it possible to calculate the “Minimum Order” based on the Adress books choosed on the checkout page and not the position given on the homepage?
