Composer install not working - missing foundation files

Hi,
I am pretty new to TastyIgniter. I cannot install. I used composer install but after the install
After composer install I cannot continue because I get the error message: Setup required, missing foundation files.
Please run composer install && php artisan igniter:install. But I cannot run it..

Any help please? Thank you..
