Free Delivery if total over certain amount

This feature have been added to the develop branch on Github. You can download and test to see if theres something missing. Note that the develop branch is not stable, therefore should not be applied to a live site.

There isn't an "order total below" only above.

The option is only for orders above a certain amount. There is no option for below.

I think this is a fairly common scenario.

The client site I am working on has the following rule for free delivery

Free delivery on orders of £15.00 or more £2.00 charged for under £15.00

Is that possible to set up under Locations -> Delivery -> Area
