Installation errror / downloading error

I am trying to install TI with Installer ( i cannot use line composer). I use php 8. If i install TI iwhtout any Extentions and without any theme, installation is successfull. Once installation is done, i cannot install theme, and other extentions. Download errror message.
What i am doing wrong?
