Tipping will always be optional and up to the customer at the end of the day - if you want a mandatory service charge then you can either add it in as the ‘Additional Fee’ of your payment method, or use the Tax classes extension.
In either case, you can rename what the fee shows up to your customers as in System => Settings => Cart Settings.
