The problem turned out to be my system. Even though the folder and files had world read & write permissions set, the httpd process couldn't write to the needed folders and files. I had to change the labels of the folders and files. The SELinux Alert Browser detected the problem and provided the solution. I have a feeling this may have been due to being installed on a desktop install of Linux.
