Ok, with cpanel you log into the administration page. Select File Manager and navigate to the folder where you have “installed” the app, where you placed the setup files.
There should be a number of files already in that folder after running setup.php the first time. If not, wait for a better install process. If so, navigate into /app/system/database/migrations/ and edit the file 2015_03_25_000001_create_tables.php. Line 252 needs to be commented out or deleted. Save the file and run setup.php again. Do not delete all the files and start over, just pick up wherever it continues.

I am currently working to migrate my own site, but having slight issues with some of the nuances of the system. V3 is not like V2 in its functionality and that is frustrating. We will get there.
