Question about configuration

I got my installation running in /var/www/html/pys/ (http://margaret.servebeer.com/pys/) When I got to the “Getting started” page I click in “(Design > Themes)” I got the 404 again.

In the file /var/www/html/pys/config/app.php in the line 55, I got this configuration:

'url' => '/pys/',
And in the .htaccess I got the:

RewriteBase /

Any clues that I am missing here?

'url' => 'http://margaret.servebeer.com/pys/',

RewriteBase /pys
