How can activate ask for address before adding products to cart

How can i activate this option?

Please type in a postcode/address to check if we can deliver to you.

I did not find the option anywhere.

I would like to prevent a user without the address entered to add products to the cart. Currently, a user can add products to the cart and when he clicks to buy he can enter any address.

Like is done in this web page using tastyigniter.

Ok, i solved it manually.

Changing extensions->igniter->local->classes->location.php
Setting the value: location_order to 0

public function requiresUserPosition()
{
    return setting('location_order') == 0;
}

By default is set like this
return setting('location_order') == 1;

Perfect!
